Jagrutha Mahila Sanghatan (JMS) hosted the state level training for activists from the field on Special Component Plan (SCP) and Tribal Sub-Plan (TSP) which are now known as SC Special Plan (SCCP) and ST Welfare Plan (STWP) on 13th & 14th January, 2012 at JMS training centre at Pothnal, Raichur. The training in which 44 activists from districts of Bagalkote, Koppal, Chitradurga and Raichur participated was organised by Thamate (Tumkur) and Mahaadiga Network with the support of Indian Social Institute, Bangalore and Human Institution Development Forum, Bangalore. Those who took part included journalists, lawyers, eminent Dalit activists and other community workers from various organizations. Sri Chand Peer (ISI), eminent Dalit poet Danappa Maski, Senior Dalit activist M. R. Beri, K. B. Obalesh (Thamate), Venkatesh (Dalit Bahujan Chaluvali, Bangalore) and E. Premdas (JMS) were the resource persons. The SCP was contextualized in the framework of Dignity of Dalit Communities by the leading Dalit activists.
The inputs and discussion on the first day included the historical background and the critical importance of SCP to the welfare of SC/ST communities and an analysis on the allocation, misuse and the money lost. Chand Peer placed before the participants of the astonishing numbers of the money looted and lost in the name of SCP in the country. The 22.75% which needs to allocated under SCP and TSP across all developmental programmes in the country has been lost due to unaccountability by the government bureaucrats.
